Within the scope of rural development support, young farmers' projects will be awarded up to 30 thousand TL.

Within the scope of rural development support, the decision of the Council of Ministers on the support of young farmers' projects was published in the Official Gazette and entered into force. The decision will cover paying grants up to 30,000 TL from 1 January 2016 to 31 December 2018, for the projects on producing herbal, animal, and regional agricultural products and cultivating medicinal and aromatic plants in rural areas by young farmers.

The project budget will be prepared excluding the value added tax (VAT). The grant contract must be signed and the project investment must be completed to receive the grant payment. The grant will cover settlements with the population of less than 20 thousand. The grant to be given for the projects will cover settlements with a population of less than 20 thousand in 81 provinces. The necessary funds for the payments to be made will be covered by the allocation transferred by the central government budget law and will be paid through Ziraat Bank.

Project applications will be assessed within the framework of the allocation in the Ministry budget for the concerned year. Prepayment will be made for young farmers whose projects are accepted in the framework of the procedures and principles to be determined.

Young farmers will be able to benefit from the grant given under this program only for once. Beneficiaries of the other grant programs of the Ministry of Food, Agriculture and Livestock will not benefit from this program with the same project.

The receivables related to support payments that are found to be unjustly paid will be collected according to the related provisions. Those who are found to have benefited unfairly from the support, will not receive support for five years except for the payments made according to the documents wrongly prepared by the administration.

The resolution aims to support projects to ensure sustainability in agriculture, supporting entrepreneurship of young farmers, raising income levels, creating alternative sources of income, and the projects of agricultural production in rural areas that will contribute to the employment of young population in rural areas. The support was among the promises to be realized within three months of the 2016 Annual Action Plan.
